Community Development

The City of Carlsbad Community Development Department enhances the quality of life for residents by managing a comprehensive network of recreational, cultural, and civic assets. The department oversees active lifestyle destinations such as the Lake Carlsbad Golf Course, Water Park, Bob Forrest Youth Sports Complex, and the Riverwalk Recreation Center. It also fosters community connection through the Carlsbad Public Library, Museum, Walter Gerrells Performing Arts Center, and two Senior Recreation Centers, while supporting civic engagement via the Mayor’s Cultural Development Council.

Additionally, the department is responsible for essential infrastructure and facility management, including the Cavern City Air Terminal and Municipal Transit System. It serves as the steward for leased properties and partnerships ranging from the National Cave and Karst Institute and Potash Museum to the Community Kitchen and Avalon Ranch. From the Cavern Theater project to the Literacy Building, the department ensures city resources are maintained and utilized to their fullest potential.
