Consider Approval of Memorandum of Understanding with Eddy County and City of Artesia regarding partnership for a Public and Government Affairs Services position Mayor Janway explained there were several bills introduced during last year’s state legislative session which, if they had passed, would have done severe damage to our local economy and to the economy of the entire state. We have a strong partnership with Eddy County and Artesia, and together we have concluded that it is in the best interest of our citizens to maintain an ongoing presence in Santa Fe. We have now established a Memorandum of Understanding with Eddy County and the City of Artesia to begin moving forward with creating a Public and Government Affairs Services position focused in Santa Fe. This position would work closely with our local legislators, who do an exceptional job representing our community. This will certainly not eliminate the need for local elected officials and community members to also spend time directly in Santa Fe, but it will help us guarantee that our time there is spent effectively. Mr. Hernandez explained the County approached the city with this idea of to have a united front, a united voice to represent Carlsbad, Artesia and Eddy County. He said the cost of the position will be split with Carlsbad paying 37.5%, Artesia paying 12.5% and the County paying 50%. He added the MOU would be from Novemember 1, 2019 through June 30, 2020 with the City of Carlsbad paying $37,500 for this year. Mr. Al Davis, County Manger, explained this concept was initiated to provide presence, visibility, a common voice and consistent messages from the communities of Eddy County. He explained that the intent is to have an individual with direct access to relay the common message and the challenges that our communities face and to educate our legislatures. Councilor Shirley asked what the reporting process will be. Mr. Davis explained that the reporting needs to be proactive and he is open to thoughts and suggestions regarding the reporting process. Councilor Shirley said he would like to see reports given quarterly in person so the Council could ask questions if needed. Mayor Janway said there will be challenges that will need to be worked through but he sees this as an asset for the City of Carlsbad and surrounding communities.
